New Ground was engaged by the City of Gold Coast Council to undertake peer reviews of proposed amendments to the environmental planning provisions of the City Plan. Our involvement in the project included:
- Review proposed amendments to the Environmental Significance Code and the Vegetation Management Code of the City Plan (2016) against the relevant provisions of the City Plan, Gold Coast Koala Conservation Plan and the Department of Infrastructure, Local Government and Planning Minister’s Guidelines and Rules;
- Identify potentially unintended consequences associated with the proposed amendments with reference to the Strategic Framework of the City Plan;
- Critique each proposed amendment with reference to the extent to which provisions could be addressed by specialist reports/management plans;
- Propose alternative/additional amendments to those proposed by Council where it is found that proposed amendments do not effectively implement policy positions; and
The project resulted in improved focus of the targeted planning provisions. This gave rise to reduction in unintended consequences of the planning provisions and increased efficiencies in both development assessment and development application preparation for industry. Council subsequently invited New Ground to undertake further peer reviews of the planning provisions.
